On August 15, 2008, Horizon Healthcare Services, Inc., doing business as Horizon Blue
Cross Blue Shield of New Jersey ("HBCBSNJ") filed an application with the New Jersey
Department of Banking and Insurance ("NJDOBI") to convert from non-profit to for-
profit status.
Pursuant to NJSA 17:48E, the application must be reviewed by the Commissioner of the
New Jersey Department of Banking and Insurance and the Attorney General. New
Jersey law provides for a public hearing on the application in which comments from
the public may be received either orally or in writing. This public process, however,
does not commence until the application is determined to be complete, which has not
happened to date.
This web site will be updated with further documentation as it becomes available, as
well as provide information about the status of the review process and the public hearing.
